Measures


The key to a successful Travel Plan is to identify which transport alternatives staff and visitors will be prepared to use.  Through a range of measures these alternatives should then be made more attractive than driving alone.

'Carrots' and 'Sticks'
A combination of measures should therefore be introduced to let people 'pick and mix' according to what suits them.  Incentives (the 'carrots') should ideally be put in place first to get people supportive of the Travel Plan and to encourage a change in behaviour.  Any disincentives (the 'sticks') should be implemented in conjuction with the incentives to balance the process.

Think long-term and act short-term
The ultimate aim is to create a plan that will lead to long-term changes in travel behaviour.  However, it is also important to make sure that some of the measures chosen produce some 'quick wins'.  If there are immediate effects it will inspire confidence in the Travel Plan and it make it easier to implement other measures.  Furthermore, if people see others changing their behaviour they will be more likely to do so themselves - publicising successes helps to keep people informed of changes in travel behaviour amongst staff.

Every little helps
Remember that the aim of Travel Plans is not to get people to give up their cars forever or for everything.  Indeed it does not take many cars to make a difference between free-flowing traffic and serious congestion.  If you can encourage staff /visitors to use a different mode of travel even once a week it could make a big difference.

Practical Measures
In this section we present a 'menu' of ideas for measures that you could consider implementing as part of your travel plan. The list is not exhaustive, but presents some of the main elements that are commonly used.
